CAPITAL OUTLAY COMMITTEE

The meeting of the Capital Outlay Committee was held at 7:00 pm in the Selectmen's Meeting room and was called to order at 7:00 p.m. by Chair Paul Linehan.

 

Members Present:

1.         Administrative Items

 

Approval of December 3, 2009 Minutes

 

VOTED:  (Blaustein/Salomons)   Voted unanimously to accept the meeting minutes of December 3, 2009

 

2.                  Council on Aging Capital Requests – Norma Simons Fitzgerald

 

Norma Simons Fitzgerald, Director of Council on Aging, presented the following COA  Capital Requests  FY’11:

 

·        Replacement of lift equipped passenger mini-bus           $60,000                                                                                                                      

·        Replacement of lift equipped medical van                      $50,000

 

 

 

 

 

3.                  Civil Defense Capital Requests – Michael Polimer

 

Michael Polimer, Director of Civil Defense, presented the following Civil Defense Capital Outlay Requests FY’11:

 

·        Civil Defense garage window replacement                     $15,000

(possibly could be CPC project)

 

·        Mobile generator replacement & augmentation  $11,000

 

4.                  DPW Capital Requests - Eric R. Hooper

 

Eric R. Hooper, DPW Superintendent, presented the following DPW Capital Outlay Requests FY’11:

 

·        Roadway Improvements                                               $582,000

·        Equipment Replacement                                                $213,250

·        Building Maintenance                                                    $261,085

 

5.                  Vote on policy to rescind unexpected authorizations

 

VOTED:  (Salomons/Blaustein) The Capital Outlay Committee voted unanimously to require all proponents to submit an annual written status report which will be submitted at the beginning of each year’s Capital cycle. 

 

6.                  Selectmen Capital Request – Benjamin E. Puritz

 

Benjamin E. Puritz, Town Administrator, presented the following Selectmen Capital Outlay Request FY’11:

 

·        Copier Machine Replacement                                       $15,000

 

7.                  Other Business

 

William Fowler, Finance Director, handed out a spreadsheet re Debt Statistics for comparative cities and towns.
